Position Overview:

Design and oversee the implementation of school-based interventions to empower adolescent girls and build agency and youth leadership skills through extra-curricular clubs and community mentors; Coordinate and implement training and capacity building for school administrators, teachers, and peer educators; Provide training and support supervision to local implementing partners to ensure program fidelity, quality assurance standards, and that targets are met;.

Qualifications:
4+ years of experience designing, planning, and implementing girls' education programs or adolescent empowerment programs; familiarity with Tanzanian education system and gender policies and programs; experience working with USAID-funded programs a plus; fluent in English and Kiswahili; Bachelor's Degree or higher

Position Overview:

Lead development and management of interventions for expanding access to youth friendly reproductive health services for adolescent girls and boys; Facilitate linkages between program activities and other implementing partner programs, HIV prevention, PMTCT, health services, and social welfare systems; Provide training and capacity building for local partners to strengthen referrals and linkages. Develop a strategy for supporting local partners to roll out innovative and evidence based approach to bring family, planning health teams to highly publicized sports days where adolescents can access RH information and services (including contraceptives) in a youth friendly and non-judgmental environment and be referred for HCT services where appropriate.

Qualifications:

4+ years of experience designing, planning, and implementing HIV prevention, reproductive health, and referrals and linkages programs; experience working with USAID- funded programs; familiarity with Tanzanian social welfare, community health, and HIV structures, policies, and programs; fluent in English and Kiswahili; Bachelor's Degree or higher.

This position will be responsible for designing strategies supporting partners to implement three key program components: 1) performance-based school block grants linked to schools' ability to meet key indicators related to creating a girl-friendly school environment; 2) innovative STEM (scent technology engineering and math) education opportunities that transform perceptions of girls' capacities and career pathways; and, 3) an early warming and response system to prevent dropout. Train and provide support supervision to local partners to ensure program fidelity, quality assurance, and achievement of targets.

Qualifications:
4+ years of experience designing, planning, and implementing formal education projects designed to enhance students learning and/or gender equity in schools; significant experience with Tanzanian education system and ICT policies and programs; experience working with USAID-funded programs a plus; fluent in English and Kiswahili; Bachelor's Degree or higher.

ORGANIZATION PROFILE
The National Council for Technical Education (NACTE) is a body corporate established by Act of Parliament, Cap. 129. The Act provides a legal framework for the
Council to build an efficient national qualifications system which will ensure that ensuring that products from technical institutions are of high quality and respond to changing needs of the labour market as well as technological innovations in the world. NACTE is thus a multi-disciplinary and multi-sectorial body which is empowered to coordinate and oversee the provision of Technical Education and Training in all technical institutions in Tanzania, delivering courses at technician, semi-professional and professional levels leading to National Technical Awards (NT A) certificates, diplomas, degrees and other related awards. In order to effectively fulfill that mandate and meet its objectives and planned activities, the Council seeks applications 'from qualified persons for the post of

Executive Secretary.

JOB PURPOSE
The Executive Secretary shall be the Chief Executive Officer of the Council who shall be appointed and be responsible to the Governing Council for implementing the policies of the Council including planning, coordinating and controlling all functions and activities within the framework and instructions laid down by the Council in accordance with the Act.

PERSONNEL SPECIFICA TIONS
Qualifications and experience
The applicant should be a holder of Doctorate Degree in one of the fields covered by Council's Subject Boards i.e. Science and Allied Technologies (SAT); Business, Tourism and Planning (BTP); Health and Allied Sciences (HAS); and Teaching and Learning Facilitation (TLF). Moreover the aspiring candidate must have a minimum of ten (10) years working experience at senior managerial level in management of tertiary education level preferably in technical and vocational training institutions. The Applicant should not be more than 55 years by January 2017, the age which can allow him/her to serve the Council for at least one term of tenure in Office before reaching the age of compulsory retirement. Registration at professional level by a relevant professional body, where applicable, will be an added advantage

Skills and Competences

(i) Professional requirement
The Candidate should have ability to oversee and produce analytical reports on projects and programmes; show a high-level of managerial competence; be proud in work and achievements; be conscientious and efficient in meeting commitments, have a wide knowledge and understanding of Technical Education and Training system, observing deadlines and achieving results.

(ii) Skills requirement
The Candidate should have strong leadership, administrative and organizational capacity; excellent command of both spoken and written
Kiswahili and English; literacy in and knowledge of a wide range of computer packages and should have a strong interpersonal skills and integrity, including excellent negotiation skills.

MAIN DUTIES AND RESPONSIBILITIES

As the Chief Executive of the Council, the Executive Secretary shall be responsible for the general direction, leadership, administration and supervision of the Council's resources and operations. Specifically his/her main duties shall include inter alia to:
(a) Develop policies for approval by the Council;
(b) Ensure implementation of the policies and procedures of the Council;
(c) Liaise with other relevant bodies with purpose of providing strategic advice on the development of Technical Education and Training;
(d) Organize and service meetings of the Council;
(e) Serve as Accounting Officer of the Council;
(1) Direct the operations of the Secretariat; and
(g) Serve any other duties assigned by the Council/Government.

TERMS AND CONDITIONS OF SERVICE
The tenure of office for the Executive Secretary will be three (3) years contract renewable depending satisfactory performance.

REMUNERATION
